Some Polibatam systems open only from the campus network. This page sets out which ones, why they are restricted, and how to reach them from outside campus.
The symptom
If you see “Forbidden”
A blank page reading Forbidden — You don’t have permission to access this server does not mean your account is broken, and it does not mean the system is down. It means the system refused a request arriving from outside the campus network, before the login page could even load.
There is no point retrying or switching browsers. What has to change is where you are connecting from.

Pick the one that matches where you are right now.

No request needed
From inside campus — nothing to do
As long as your device is on Polibatam Wi-Fi or a campus cable, the internal systems open with no extra steps. No settings to change, no VPN needed.
The guest network does not count. If you are on campus and still refused, check which network your device is actually using.

Request required
From outside campus — through VPN
A VPN makes your device appear to be inside the campus network, so the internal systems open again from home, from another city, or from a phone.
VPN accounts are not issued automatically. Request one from UPA TIK first — how to do that is below.
If it is urgent and the VPN is not ready yet: contact the ICT Helpdesk and say what data you need. For a one-off need, staff can help without you waiting for a VPN account. Never borrow a colleague's account — the access trail is recorded against the account owner, and that puts the person who lent it at risk.
Requesting
Asking for a VPN account
File it through the ICT Helpdesk so it is recorded and traceable through to completion.
Open a ticket
Go to helpdesk.polibatam.ac.id, choose the network category, and state that you need VPN access.
Say what it is for
Include your name, your unit, which systems you need, and how long you need them for. Clear detail speeds up approval.
Receive and install
Staff send the configuration file with installation instructions for your device, then confirm that the connection works.
What to have ready
- Your full name and unit.
- Your campus email address — the configuration file goes there, not to a personal address.
- Which systems you need, for example SID or the intranet.
- The device you will use: Windows, macOS, Linux, Android, or iOS.
- Roughly how long you need the access.
Still to be filled in: the VPN type in use, how long an account stays valid, and the approval requirements are not yet stated here. Fill this in so requesters know what they will get and how long it takes.

Other systems such as SIM Polibatam, the Helpdesk, and unit websites stay open from the internet and need no VPN.

Why the restriction
The reason behind it
The internal systems hold staffing and academic data. Confining them to the campus network means they are never visible from the internet — the password guessing and automated scanning that hit public addresses every day never reach them.
The restriction does add a step for anyone working off campus. In exchange, a flaw in an internal system does not immediately become a flaw exposed to everyone on the internet.
Check it yourself
Before you report it
These four steps settle most complaints without a ticket.
- Make sure the device is on the Polibatam network, not the guest network or mobile data.
- If you are using the VPN, check it is actually connected, not merely installed.
- Close and reopen the browser — an old connection is sometimes still cached.
- Try another device on the same network to rule out a problem with just one machine.
Still refused after all four? Report it through the ICT Helpdesk, giving the system address, the network you are on, and a screenshot of the message.
